Nick Pulovski（Clint Eastwood饰）是一名警察，他在汽车团伙盗窃科工作，但到目前为止，他还从来没有真正破获过一起汽车团伙盗窃案。他可谓是到现在还一事无成。但当他发现一个叫Strom（Raul Julia饰）的男人可能是一个汽车盗窃团伙的幕后主使，同时也是商店连环抢劫案的主要案犯时，他意识到这可能是他咸鱼翻身的大好机会。然而，要抓住这个家伙可不是件容易的事！在一次执行任务的时候，Nick的搭档在任务中殉职了，这桩案子的性质由盗窃案转变成了杀人案，因此，案子接下来的发展又与Nick无关了。这时，Nick又有了一个新搭档，叫David Ackerman （Charlie Sheen饰），他刚升为探员不久。似乎那桩案子已经远离了Nick，但Nick仍然不想放弃跟踪这件案子，他希望能为自己死去的搭档报仇雪恨，而David对一切都还很陌生...
