严肃机警的李督察（成龙饰）和贫嘴的警探卡特（克里斯·塔克饰），在成功完成两次的跨国任务之后，这次又迎来了更加艰巨的任务。调查“三和会”犯罪证据的韩领事（马志饰）被人暗杀，深感自责的李督察疯狂追击杀手，却被贬职当交警的卡特帮了一个倒忙，理所当然，他们二人的奇特组合又开始了。一方面，按照韩领事的线索，他们到了巴黎——这个“三和会”千方百计隐藏的心脏地带，克服重重困难，探索真相；另一方面，他们还要保护韩领事长大成人的女儿苏阳（张静初饰），而杀手，却是李督察小时候在孤儿院的好兄弟健二（真田广之饰）。重重危机之下，二人如何应对？尖峰时刻，李督察的中国功夫将扭转乾坤。
