出生于河南农村的郑铁锤（郭达 饰）毕业于北京某美院，经过几年打拼，渐渐在京城站稳了脚根，买房买车娶妻生子，并有了百万积蓄，成了同年毕业生中的佼佼者。由于孩子不是北京户口，将来上学会受影响，他与妻子协商干脆回老家重新创业。不久，举家回到故乡洛阳，他打算办一个门窗加工厂，让乡亲们也从中受益。郑铁锤打算盖一幢乡间别墅，不料此打算遭到父亲（孔繁根 饰）和乡邻的强烈反对，任他怎么解释都不行。思虑良久，他打算先摆平村干部，于是设宴款待村里头面人物。推杯换盏之中，醉意蒙胧的郑铁锤向村主任（魏国宏 饰）许诺，只要让他建别墅，就给村里建一所敬老院，但是，第二天酒醒了......
